Chad: A New Conflict Resolution Framework

The agreement signed between the Chadian government and the political opposition in August 2007 cannot offer the country a way out of its deep political crisis and end the armed rebellion, as was illustrated by major rebel attacks on N’Djamena just six months after the deal was signed. Neither enhanced government revenues from newly exploited oil reserves, nor elections backed by Chad’s Western allies have brought democracy or improved governance. Chadians and the international community must now launch new political negotiations with broadened participation; establish a genuine, permanent ceasefire and integrate rebel forces; and create a regional conflict resolution mechanism to address long-standing disputes.
